I briefly mentioned that in another thread, but after using search it doesn't seem like that's a hackneyed topic.
The general idea is that Codebreaking and Encryption had a degree of combat application. Currently that system feels quite disconnected from the rest of gameplay - you just don't really care about Codebreaking and care even less about Encryption, especially as the game goes on and empires stack the base intel level from society research. It wouldn't feel wrong for it to have other uses.
How I personally see it:
1) It's a function of the new A-slot module, unlocked along with Quantum Hacking tech.
2) The module "fires" periodically as if it was a weapon, but rather than doing damage it disables Combat Computer module until the end of combat, effectively debuffing target ship.
3) The chance depends on the difference between Codebreaking and Encryption of the parties. Enigmatic Engineering protects from the effect.
