I really think that the combat events like ambush, assault, encirclement etc should be something you have to plan in advance rather than just something that happens at random.
For example, if you were planning an attack, you could select the troops and then have an option where you could choose 'plan ambush' or 'plan assault' etc and choose the target province. The troops would then spend some time reorganising themselves for this manoevre (there could also be a supply cost as with the current 'offensive'). Then when you launched the attack there would be a much greater chance of getting the appropriate combat event.
As in the current game, your doctrines and the presence of an HQ would increase the chances of the event being succesful (and maybe could also affect how long it takes for the troops to prepare for the attack.) However, if your troops were suddenly attacked when preparing such a manoevre it could give them a disadvantage as they would not be as well prepared for defense.
There could also be an intelligence aspect to it; for example if you had good encryption/decryption techs you would get a chance to detect when an enemy was planning a particular type of attack against you, and could then respond with something to counter it, for example either a defensive manoevre like a counterattack or a pre-emptive attack while they were still unprepared.
