Another idea to improve the importance of combat events and HQ units. Why not let the HQ officers improve the chance in result with his traits and level.
Exampel:
If a HQ influence a battle than the chance that some of the events fire are incresed by the officers level and type of traits and level should give incresed chance of which type of event will fire. Than if the event is in state to succed to fire a check should be done if the defending or attacking leader are able to counter the event so it will backfire.
For exempel a Panzerleader should favour encirclement
Offensive = Breaktrogh
Enginner = Assult
Trickster = Tactical withdraw & Breaktrogh
Defender = Delay & Tactical withdraw
and so on ........

Than you will get some real impact with your choice of HQ, today its not important on which officer is in the HQ, it will support the battle more or less in the same manner.

Further in general I think also this the events should do much more devastating damagde on the opponents forces. For example if an enirclement is achived than you should be able to complete annihiliate whole units in the enemy forces, breaktrough should tear down the organisation heavely and so on.
When the events is valid no forces should be able to retreat at all.
This is just a suggestion from a humble fan of HOI2

This is something only Paradox can do (as far as I know there is nothing we can do to mod combat events).

I agree, "combat events" could have been a very interesting and cool addition to the game. But with lightning fast combat you'll rarely observe them and even if you do you probably have no feedback on what it did.

As far as I know leader traits, HQs and tech do impact the chance of a combat event (and specific type of combat event). But can we observe it? No. (aka nobody cares)

Yea its sad that the Combat events is not modable. Yes the HQ unit do impact on the probability to get the event to fire, but on my suggestion you could also have influence on what type of event to be fired. Thats a big diiferens to have an Encircelment comparing to a Breaktrough or else and it will influence with the generals skills.
Therefore you should have much more use of which general you put into a HQ unit. Today its the same who you put into a HQ unit if you not intend to fight with HQ unit.
There should also be a better reflection on what the events should do for you, for an exampel if you got an "Assult event" should this mean that the defender has been dislodged and lost there dug in bonus etc...

I really hope Paradox will do something about this.

Sad its not possible to change, but in my opiniun this events should do much more damage and last longer. If this happen on nights there will be no damage att at all on the opponent.
Is it possible to do any modding on this events ?

I agree with you completely. I hate that you put your crappiest commanders as the head of your HQ's?! Although it is not a vital change to be made it would add lots of flavor and further differentiate the different countries.
