When the enemy retreats across half your country after losing a battle. Maybe combat was too easy originally but it has slowly become an abomination. You chase them all over the map and when you finally do engage in combat they just retreat over half the map.

I'm not sure how to fix it, I only know that it has become tedious and a chore.

Don't chase them. Siege down their forts, carpet siege their land, and largely ignore their armies. You'll get more warscore faster and conserve your manpower. Battles aren't something to seek out. Fight when you must and for good reasons. The rest of the time, wreck your enemy's nation.

EU4's been doing that for a very long time.

The main change was in 2015, when Common Sense introduced the new fort system (and thus made shattered retreats by countries with strategic depth really fragging annoying).

The thing where the AI is now very much not inclined to put its troops anywhere near yours if you have a numerical advantage is more aggravating, particularly when it combines with profligate military access to result in Europeans at war with Russia deciding to march to Siberia through Tibet.

What's funny to me is that the AI used to mostly stay on the defensive in it's lands during offensive wars. They intentionally changed the AI to flee from all player armies unless they heavily outnumber you. And almost always this new AI is inferior to the old AI. I've literally fought wars against majors without any significant battles being fought, because the AI insists to an almost comical degree that it MUST try to backdoor your forts using ridiculous military access and pathing. And you can just send one or two stacks after the backdooring army and keep them running in circles across the world (because the AI also insists on not fighting battles unless it absolutely MUST) while you carpet siege their homeland. It's really sad.
