Colossal Circle City
I've tinkered with a few circular city designs since game release. It has worryingly for me become almost an obsession. After my last largest circle city on a 9 tile map was done, I was already planning on starting an even larger one on a 25 tile map.
And here it is... there is a lot more that can be done with it, but even at this point I'm satisfied. I no longer feel the itch to build another lol. I am worrying about the tunnels coming in the update soon though. There's a nagging vision of a circle city cutting through terrain obstacles in the back of my mind.
When I started this, I thought to myself, okay, so 25 tiles, that means I'll be applying mods and if that's the case I may as well go all out and use every mod advantage to speed the build. The mods I used to begin with in addition to unlocking all tiles, were unlimited wealth and adjustable demand.
Using those would make this very quick work I thought. Yes and no. It was certainly far faster than if I had played in vanilla mode, but the sheer scale of the project meant far more work than I had imagined in just laying out the infrastructure. Needless to say, what I thought would be a pleasant evening's diversion turned out to be a whole week's worth of blood, sweat and tears.
What follows is a short journal along the steps to completion...
The beginning.
I wanted this circle city to be as large as possible within the bounds of a 25 tile map but still retain some cohesion to a 'feel' of one city as opposed to an artificial mass. I searched for a relatively flat map with a river and used Flatlands 2.5.
The infrastructure
This is where the bulk of the work went. I created smaller satellite circle districts using the modular circle asset. These would be all of the industrial and specialised industrial districts. This gave the whole of the project a fractal like appearance which I found pleasing.
The whole of the inner city bounded by the inner circular highway system was to be all of my commercial, surrounded by offices and the outer circle would be my mix of both low and high density residential.
The slight kink in the otherwise perfect circle layout of the inner circle in the south west was unavoidable due to the rail and cargo handling systems I wanted there for my docks. I allowed it as perfection isn't my goal. In hindsight, I could have corrected it as I later removed the 4 way rail interchange asset that was forcing straight rail lines there. Oh well.
All uniques and monuments were placed at this stage also. The location for each and planning took quite a bit longer than expected but ulttimately deservedly so. I had so many factors to consider for placement that random plopping wasn't feasible.
Aesthetics, noise pollution, public transport and amenities all dictated where each would go. The Eiffel Tower for example I wanted prominently in centre place and I later used the highrise restriction policy to ensure it wouldn't be overshadowed. Again in hindsight, the end result shows that the sheer scale of the city dwarfed the tower in a different way.

This was my 28th water pump placement. I used a series of 4 pumps placed equidistantly at 7 points along both banks of the river to spread the load. I pumped nothing back into the river at all anywhere. I used the Eco friendly sewage pumps for all my sewage needs and zero pollution risk to my water supply. As it turned out this was very successful system until the placement of the 32nd when I started to observe a thinning of the river in waves. Which is a very interesting effect and I may plan to exploit that in a future map to create a wave generating waterway.

I eventually fixed it with the modded pumps that add water. These needed careful placing but sticking one in the middle of each set of 4 pumps was the basic idea; it only required some tweaking and a lot of patience to rebalance the river's water capacity.
