Colorscales.csv changes for Me/XP?

Using Windows 98SE, I have had no difficulties with making changes to colorscales.csv and coutry.csv, and using the files to change the map and nation colors in EU II.

Recently, I have had two people tell me that they have difficulties getting the color changes to occur on an XP, and ME system, when using files off of my site. Has anyone else had these sorts of problems with Me or XP (and, perhaps more important, does anyone have a solution?)

I used your (or a similar) colorscale app on ME with EU1 and it worked, but not yet on EU2. I can however change a nation's map color in country.csv in ME with no problems.
