Personally I don't think a moderate-thickness black line on all borders would do any harm. I use such a mod in EU4 myself and find it to make the map far more readable. I also prefer it aesthetically over the "coloured" border it normally uses - but that's a matter of preference, of course.

I apologize for been off topic but am I the only one amazed at that Byzantium in 1593!!!!!!! ???

I'm not all that surprised, I see the Byzantines survive pretty regularly well into the late game. For some reason the Ottos just kinda sit their twiddling their thumbs.

This was my first game in 1.12/Common Sense, and that version was somewhat plagued by overly passive AI in that respect, if I recall correctly. Just an explanation, let's get back to this thread: another picture from the same game because I was stupid enough to post a screenshot which doesn't really demonstrate the effect on borders as well as it could. Just look at that picture and imagine how poorly my exclaves in Spain would show up against the fairly-similar Spanish yellow? And those two green countries in HRE, too. And well, I think having a solid black, thick-ish border makes the states seem more "defined" even where there's different colours around.

Yeah, if you hadn't said anything about the Spanish enclaves and had the black borders I wouldn't have noticed you were even on the peninsula there. The black borders definitely help out a lot.

It does not help like you described it, unless you are suggesting that every country would be black or white on the map. Increasing the contrast does virtually nothing to help remedy color blindness in any way.
While increasing red-green contrast doesn't help that much, contrast can be increased by making a dark red and light green. That helps alot.
I am colorblind myself, red-green being the primary issue. But I have some trouble with most colors. The first screenshot would cause alot of problems for me. Germany-Poland border is very hard to distinguish. However, the screenshot TheRomanRuler posted is far easier with those thick black borders and darker colors near them. I am not worried...
