Colony not forming in Africa?

So I'm playing as England and am colonizing Africa. I have started in the West African coast. I own 8 provinces that have all been cored. They are all next to each other, but a colonial nation still has not been formed and I'm wondering why? I always assumed that after 5 provinces have been colonized and cored, a nation would then form. I own Beafada, Sierre Leon, Karou, Grain Coast, Ivory Coast, Cape Coast, Gold Coast, and Whyda. I've made this area into a state as well if that makes any difference.

Colonial nations form only in the New World i.e. the Americas and Australia + New Zealand

The key word is "usually". It's still more beneficial to state anything that has gold.
