So I'm playing as England and am colonizing Africa. I have started in the West African coast. I own 8 provinces that have all been cored. They are all next to each other, but a colonial nation still has not been formed and I'm wondering why? I always assumed that after 5 provinces have been colonized and cored, a nation would then form. I own Beafada, Sierre Leon, Karou, Grain Coast, Ivory Coast, Cape Coast, Gold Coast, and Whyda. I've made this area into a state as well if that makes any difference.

And it usually doesn't make sense to turn those West African provinces into states and fully core them. It is usually more beneficial to make them into trade companies
