It seems to me if I have a colony city of non state culture adjective to a city(or colony city) of state culture, then that colony will eventually turn into state culture.

No, that is not correct. Narvik needs to be at 5000 or more population first, and yes, 0 aggressiveness means they won't attack you.NitrateCupcake said:so if i steal narvik from norway and raise it to a colony city, then theres no way for nrway to revert it back to scandinavian culture?

In recent versions, zero aggression natives will now rarely attack armies stopping in or moving through a province. However, zero aggressive natives do not cause any harm to colonies or trade posts other than that they occupy them for a time until you return to recapture the provinces.
