Colony completely defenseless

So I'm doing a Maya campaign. The year is 1588, I have conquered all of Mayan and Aztec land. Portugal is a great power with four colonies in the Americas. I'm bordering Portuguese Mexico to the north and almost bordering Portuguese Columbia to the south. I'm three military techs behind Portuguese Mexico but decide to attack them. To my surprise and horror, it turns out that they don't have a single regiment. Portugal didn't bother defending them either (Portugal was not even listed in the declare war screen - it was like attacking a diplomatically isolated country without any allies).

So without any resistance whatsoever I conquered the whole colony, adding almost 200 development to my country.

I'm obviously done with this campaign now because where is the challenge if the AI just gifts you 200 development for free? Feels like I just wasted 5 hours for nothing but a frustrating gaming experience.

Colonial overlord isn't called into New World wars. They can however use Enforce Peace option to stop/join their subject's wars (as far as I know it doesn't even require the usual 100 opinion to do so).

How long have Portuguese Mexico existed? When a CN forms it usually takes a while before they can afford to build an army because CN economy is absolutely garbage and the AI priorities colonization above all.

Also, Portugal did not defend them because nations whose capital is in the New World can declare wars against subject nations whose capital is in the New World without having their overlord intervene.
