Could we please get a decision on our planets to allow for abandonment?

What i would suggest is that the last pop would be allowed to migrate to some other world, sadly right now it is impossible to abandon worlds that have no benefit to the current empire, (being really small or wrong planet type)

If the people want to stay there, then there is nothing you can do about. The joke of having different ethos, is having civilizations with different capabilities. With it's pros and cons.

If a non authoritarian civilization becomes able to resetle people and abandon a colony, then also should be able to use slaves. And Authoritarian should be able to give Utopic living standards. And Xenophile should be able to purge. And Xenophobe should be able to unlock Xeno-Compatibility. And Pacifist should be able to use No Retreat war doctrine. And... well, you understand...

i think it would be very democratic for your colonist's to jump ship if they are on a 20% planet. (or capture one during wars)
You could always start a project to adapt them to the environment, well if you got gene tailoring at that point. I mean, it doesn't have to be a total loss.
