I am playing as carthage and I have a army in the uncolonized province below Thapsus. Ive had it there for over a year and nothing has happened. The barbarian rating for the province is 5 and i have more than 12 citizens in my surrounding provinces with civ at 65+% each  Any help?

Sooner or later the barbarians will attack you and in the process decrease their power to 1 at which time (after the combat is over) you will be able to colonize that province.

On average how long does it take for the barbarians to rise up though? I've had 3 cohors in the region for a year, I could probably have used them against those damned Iberians instead.

if the barbarian_power is over 8 they rising up in a few months, is it under 5 it can happens, you have to wait for years.
if you need your army, split it to 1 cohort which is staying in the barbarian province and go away with the rest. you will lost your cohort, if the barbs rising up, but you can colonize the prov after the battle.

To expand slightly on the above post, you're waiting on the barbs to attack you, your army is not searching for the barbs. Since they're less likely to attack an army larger than theirs you can leave a couple of cohorts there to act as bait and keep your main army nearby to crush the uprising.

I always hire a cheap unit of mercs and send them on a suicidal mission to raise up the barbs. That way I dont lose any manpower as its usually to precious to me.

Then my nearby field army kicks the barbs patooties after they rise up.

Normally I just park the merc unit in the province and forget about it. I have had it take 2 years to cause an uprising. Sometimes I march the unit back and forth, because I noticed on occaision they rise up more frequently when my unit enters or leaves....
