Colonization.

I have a uqestion, how you do for encourage pop to move in the colonys, in a game iwth England the unemployed pop were moving directly to south africa, but when i make this a state they move to Scotland and not to Australia .
So is there a trick for make the pop move???
Or is it a bug????
With France all my unemployed farmers were first moving to the free RGO in France and not in the colonies.
Any ideas?

Making POPs go where you want them to go is, well, almost impossible. Your POPs--especially clerks--like going to colonies, not overseas states. There are also several techs, such as Social Darwinism, that increase or decrease rate of migration to colonies. In general, though, POPs follow the work. Overall, those POPs might have moved from England to South Africa to Scotland, but in general they'll go to the places in your country where the work is. They tend to stay within their geographic area, though. I mean that POPs will more frequently go from England to Scotland than from England to India.

That was a farmers emigration.
The pop go to South Africa and rest in that state, but when i have decided to make it a state, i was hoping that the farmers go then to Australia, but no they go to Scotland.
Well no i am thinking to not make state colonies, because i think that it is too expensive, the pop were better in London than in South Africa plus teh life sustainbly was better in London so the grown was more important.
But i like to have my nationals in colonies just for the symbol.
