Colonization Range

So I thought that paying another country for port privaliges or whatever it's called would give you a greater range for colonization. That is how it used to work isn't it? At the moment as Holland I'm paying a monthly fee to Portugal because I thought that meant I could use the distance between their port in the Azores or Lisbon to calculate my distances. System is instead counting from Holland itself. Am I missing something there? I could have sworn that in past games that by paying the fee I could get a longer range out of it.

They changed it in patch 1.5 to prevent a player exploit of using Portugal to beat all the other countries to the new world, it's considered an exploit as the AI would never do it.

Bummer. I did NOT know they had changed that. Now I'm sitting with a couple of troops on Bermuda to keep anyone else from taking it as a stepping stone and trying to build up my range to get there. If that is the case then paying another country to use their ports is only useful if you need to put in for repairs?

- Fleet Basing Rights now always costs at least 0.5 ducats and caps out at a maximum of 2 ducats at 20 ports
- Fleet Basing Rights no longer gives colonial & coring range
