I haven't been able to notice or tell, so I figured I'd ask and see if anyone knew for certain.

If there is a habitable planet inside one of my sectors, will my sector build a colony ship and go for it itself, or do I still have to explicitly build the colony ship and colonize myself?

Sectors can colonize if the setting is enabled, when the sector will get around to do it is another question entirely.

In my ultimately losing playthrough, I would terraform my sector's planets to be perfect, and pretty quickly after that they would colonize them. I also turned taxation of sectors off for much of the game, so maybe it had something to do with how much money they had.

They'll go after them for sure. They may make the same mistakes sectors are often blasted for, like placing the shelter on a wrong tile, but they will do it.

Piece of advice: If you have any sectors close to xenophobic fallen empires, turn the colonization button off or they will settle those worlds and the FE will come after you.
