I've been running a new game, and it looks like the Colonization Institution debuted in England. However, it doesn't seem to be able to spread outside the island, as everywhere in mainland Europe has a 0% spread rate due to a lack of nearby provinces. I'm assuming this is a bug?

It's always painfully slow because England Rivals France, thereby choking the spread across the waterways.

That's not a bug. England aren't spreading it to France because they hate one another. Until someone else makes a CN or England spreads it, or someone develops it, it's staying put.
