As I understand it colonisation is supposed to come from the province with the highest of (civilisation + governor finesse).

I am seeing AI colonising provinces next to me where my province has the highest, and colonisation from the lesser province when I have two neighbouring provinces.

Only provinces with population of 10, count in that scenario. So, if you have a lvl. 70 civ province, but it only has 9.9 population. Your province doesn't count.

Check your game and let me know if that was the case. I'm betting it was. :D

It certainly happens with both provinces of mine as possible sources. The province with the higher pop (both over 10), and higher civ (both over 50)but lower civ+fin, acted as the source.

When both provinces are yours, only civ rating is used, no finesse. Finesse is used only against foreign powers.

Nope, it had 8 pop after it lost 2 pop. It didn't start out with 8 pop. It had 10 and lost 2 and 2 more from its capital province.

If the capital province had less than 10 pop, then it would loose 4 pop and drop to 6 pops.

Hope this explained it a little bit. :D

Yeah, actually figured that out in the meantime. Except I hadn't figured out the bit about the capital province.
