Go to the FAQ site and follow the threads. Settlers will pop up for Russia a little later. The colonization menu can be accessed when you have settlers and of course, the appropriate amount of money. The FAQ site is very good, it may take some time to go through it, but it helps with game play immensely.

I am probably right in guessing that your problem is you have no port? Othodox religion gets 1 settler per year if they have at least one port.

You need to take ingermanland of whoever owns it, then you will get settlers.

Yeah, for some reason even if you're bordering colonizable areas by land, you still have to have a port to get colonists. Your best choices for Russia are to capture Ingermanland or - if you're playing IGC with independent Norway - you might try Finnmark. (that's the coastal one west of Kola) Or conquer the Teutonic Order, if Sweden already has both of those (you don't wanna mess with Sweden too early on).
