What are the relative pros and cons of colonies and states. Playing as the Ottomans I have a number of Arabic colonies that I could turn into states if I wanted. Is it better to leave them as colonies or to turn them into states?

States:

Pros- Capitalists will build factories in them

They cannot be attacked in colonial wars

Cons- They are more expensive to maintain thean colonies, because education and crime fighting costs are added to them

Colonies:

Pros- They are cheap to maintain, as you do not have to pay for education or crime fighting

-They provide basic resources such as wheat, allowing you to put more POPs in to factories back home

Cons:

- They can be attacked in colonial wars

These are the basic things that you must weigh up before granting a colony statehood.

What are the requirements to turn colonies into states?

Necessary conditions are either one of these:
1) The colony is in the same continent as your capital (Japan can turn any Asian colony into a state, f.ex.).
2) One of the provinces has an accepted culture as the primary culture.
