Colonies going to existing CN instead of forming new CN

Have tried to find an answer to this but haven't been successful. First post on forum so apologies if I'm doing something wrong.

I'm a little new to EU4, going for Abu Bakr II’s Ambition, have run into a tricky problem.

Basically what happened:

• Got into a war with Portugal (and allies her allies like France), I ceded colonial Brazil in peace deal. I thought it would just give existing CN Brazil and I would be able to recolonise a 'new' CN Brazil. However I was not able to colonise in Brazil anymore. Tooltip told me I would have to revoke (or whatever) treaty from Portugal through war.
• Through wars with Portugal's CN's and natives, my CN La Plata ended up with land in colonial Brazil region.
  
• I had formed CN La Plata, Colombia and Peru, so just needed Brazil for achievement.
• Was able to go to war against Portugal and do well enough to demand 'Cede Brazil'. This gave Portugals CN Brazil to my La Plata. I was hoping/expecting I would get it and my CN Brazil would (re)form
• I am now able to colonise in Brazil region again, but as soon as colony is created, it automatically gives it to my CN La Plata

Has achievement effectively been disabled for me in this game? What can I do ?

Release La Plata, then conquer them (make sure you get enough provinces to form both CNs).

Ok, thanks! I'll give that a try. So just need to make sure I would own 5 provinces inside both CN regions for them to each form ?

CN provinces don't need to be adjacent, right ?
