It spreads to any friendly nearby province (this is the part that will spread across a sea zone)
It spreads in any port or capital of nation with colonial subject(s)
Now, England being an island and all, it can't spread to the mainland via an adjacent province. For it to spread across the channel whoever is on the other side needs positive relations with England, and thats, as usual, not the case.
It should pop up in Iberia soon enough unless someone's doing something very weird down there (aka not colonizing with either castile or portugal). If not you can always force spawn it for yourself by developing a province.
So basically it so happens europe won't get colonialism until/or after the next institution fires?None of the conditions are satisfied; France doesn't have any colonial nations, none of the neighbouring provinces (that is, the ones touching france's provinces) have colonialism, and although England's provinces are "nearby" (i.e. they share a water tile), England isn't friendly (i.e. England's opinion of France is less than 0)

Have the deep sea only spread institutions after... What was the diplo tech level that lowered the deep sea attrition? That one. Once any country that embraced that institution reaches that diplo tech level, the institution can spread through the ocean provinces.I kinda wish that sea zones also counted as high-development provinces in terms of institution spread. For instance, in this case, it'd take a few years to have Colonialism spread from the english coast to its nearest sea zones. Some years after that, it spreads to the next sea zones in all directions. This might mean spreading too fast into America, I wonder? So maybe we'd make deep sea spread much slower or not at all.
Suggestion :
Put in a trade agreement mechanic so that insititutions spread from province to adjacent provinces and from nations that have embraced the institution to their trade partner , would be more realistic no? yes i do realise its abusable in multiplayer though
