Hey everyone! Hello devs @Johan @Groogy the dev clash was really cool! Congrats @pdx-sanke !
I have a suggestion regarding the Colonialism Institution. It should be less random and more based on merit.
I was playing with Castille just now, made the effort to cut everyone else from the NewWorld (namely: conquering portugal and colonising the isles - bermuda, canaries, bojador cape - and arguin)... all set to get the Colonialism Institution and baaam! FRANCE GOT IT. France did not have one single lousy colony in the game, and had just picked ONE exploration idea (it had full economic) ..... I had full exploration and expansion (+ several colonies, two in the caribean)... Seriously this felt so injust that I just quit playing...
Maybe you should make it an requirement to actualy HAVE A COLONY in order to gain the colonialism institution.... better still, a colonial nation... and while in the subject, the "expel minority" mechanic is really not reall woring regarding the bonuses (expel minority cost reduction). Thanks!

Global trade is the only institution that is "earned" in the sense of not having randomness in its spawning. Requiring a nation to have a colonial nation to spawn the institution would potentially delay the institution by decades, depending on how the AI is working in a given patch. Or, it could be delayed if both Portugal and Castile are having a bad game, because the other nations won't pick exploration ideas early.

I'd give it an extra weight bonus if you have a colony, but aren't European.
