Is there an event or console command that can increase colonial range? Can colonial range be increased by cumulative use of great leaders/advisors? Is there any other way to increase range?

What is the reasoning behind the fact that one cannot colonize empty provinces adjacent to your developed colonies if they are out of range to a core province port? I mean, after all, they border a colony you already have established.

Could be to slow down colonizing.

Well QFTNW already increases it with 50%. There is also an advisors that can increase it, how much is depending on how many stars he has, but it's either 5 or 10% pr star. Otherwise, make sure not to neglect you naval tech. Each tech increaes your range with 10, or 15 if you have QFTNW.

You could also "cheat" a bit. Early on in the game, explore all the way until you get to where you wan't to colonice. As soon as you explored the route and hopefully got MA from some countries on the way if it's a long way. Put some troops on a ship and declare war. Take atleast one coastal provinces and 50 years later you can colonice that place maybee 100 years before anyone else. If you're really lucky you get a border friction after your first war, and can get started colonicing even earlier.

And yes, that you can't colonice adjecant provinces next to a fully developed province is a bit meh, but it is to slow it down I guess.
