Colonial provinces should get Frisian/Dutch names when playing a nation with Frisian as culture.

Playing as Friesland, got a German name for a colony in Africa.

If no names are available in Frisian (would be happy to help you provide you some for certain provinces) than it should revert to Dutch localization for names, not German. Frisian is closer to Dutch than to German in naming.
