Colonial problem?

Hi! I'm playing as Mecklemburg and I got colonial exploration stuff. And my colonial range limit is enough to colonialize groenland.. but it's keep saying me I need a 78 diplomatic technology to colonialize it. Today I tried with Savoy and same thing.. My friend who is playing Netherlands can do it with no problem! Maybe it's because I'm using mods?

Here is the list : Ordo Heraldica Regum et Ducum, A Rev. Font Mod - Special, A Revolutionary Borders Mod, TBARW EXTRA: Transparent political mapmode, Extended Timeline.
