I'm playing my usual UK game and I noticed my colonial power is only a small fraction of what it used to be. After a bit more testing it appears building ships no longer colonial power, only upgrading ports does.

Is this intentional? I couldn't see it in the patch notes for Beta 3.04

It's certainly making it a more challenging game since I'm either going to have to keep my current territories and give up on Africa or I'll have to release one of the Commonwealth to free up the points I need. It was probably too easy to grab land previously.

It was already the case before the 3.03 patch, I think it came with the Heart of Darkness expansion.

Gamersgate :p. I somehow installed 3.01 not 3.03 and I am to lazy to update it. I always forgot about it and started a new game in 3.01. But when a 3.04 arrives for non-steam I will update it, I am not planning to start another game before anyway.

In my most recent game as CSA encompassing all of North America I have around 3700 colonial power. When disbanding my entire navy (15 Dreadnoughts, 14 cruisers and 16 Battleships) I loose around 800 colonial power. So yeah, compared to naval bases it does feel negligible. Especially when considering the upkeep costs for the navy compared to the one-time investment of building and expanding naval bases.

You spend millions upon millions by upgrading your naval bases yet you feel the hundreds of thousands spent on ships is negligible?

Your navy is 22% of your CP -- that's small but I wouldn't call it negligible.

Perhaps the OP is playing POP Demand Mod (or POPs of Darkness, etc), since that mod removes the naval unit contribution to CP.

Personally, I would base CP entirely on navy size (and composition), and navy size would be limited by naval facilities -- you shouldn't be able to have a worldwide colonial empire with next to no navy. Then I'd add CP bonuses for bordering unclaimed territory, for landward colonizers like Russia/USA.

Sort of. As I wrote, It's a one-time investment, whereas the upkeep costs for the navy puts a steady strain on my income. To me it feels better to build naval bases to gain colonial power as opposed to resorting to higher taxes and tarrifs to fund a big navy. In hindsight though. Until you wrote it, I wasn't aware that ships actually give colonial power.

Also doesn't mean that I upgrade ALL of my naval bases though. The jump in costs for higher tier naval bases is quite big.

Do you actually build navies until you reach your forcelimit and keep old ships (like monitors and ironclads) for colonial power?

I build navies until I reach forcelimit. I do not keep old ships EXCEPT for commerce raiders because commerce raiders are cheap, give you a lot of CP per ships (cost for cost), and are great for killing transports.

Well I am playing 3.01 and ships give normal colonial power. Are you sure you are building right ships? Some of them won't get you more points.

Yep I was being dumb - I was building a load of steam transports when I noticed the colonial power wasn't changing. The other reason my power looked lower than usual was because I'd gone on a conquering rampage which was eating up the power faster than the few commerce raiders I was building replenished it.
