AFAIK if you force your colony to instead be a vassal, you can do this though

hmmm...Is it random or a function of the releasing power or a function of the scripted preferences?. I only did it one time, but I was ok with what I got.Not really, since the colonial nations start with bad idea groups already picked for you. They don't even have a colonist.

AFAIK it's based on what the AI would have chosen for your starting country. If you are Spain or Portugal, they'll have a colonist. If you're Algiers, your colony will have utter trash for idea groups.
I've attempted this as Portugal and got 3 idea groups without a colonist even then.
I don't know how the groups are chosen, but I've never had a good outcome.

It seems like the idea groups are a little too free-form to me as well. I have seen colonial nation ideas go all sorts of directions. I would like for any colonial nation with ANY open border to pick "Expansion" (or Exploration) as one of their first ideas. It just seems very appropriate for the colonial frontier, to spread out and push against the wilderness...

Completely agree with this, colonial nations should pick Expansion as an early idea group if they have empty lands at their border. New Spain, Brazil, the Thirteen Colonies, French Canada all had an extensive history of settling new lands around their core provinces.It seems like the idea groups are a little too free-form to me as well. colonial nations will not spawn on the same continent as your capital, if you move your capital before you have 5 overseas territories you can continue as usualI think this is a broken mechanic. My "Luck of the Irish" strategy is totally hosed as now my New World base is two fragmented colonial nations so moving my capital there is not going to happen. I don't see why these drastic mechanics changes are introduced with every release. What will 1.5 do to break the game?

They don't behave well in wars in my opinion. Even if the enemy is in the new world often times the AI doesn't build transports and attack him.
.Your strategy still works, you just have to move your capital here before forming any colonial nations. If your capital is in the new world, you don't spawn colonial nations
I have seen five of my current CNs to colonize. They're usually bigger ones like the ones in Mexico and Brazil colonial areas. They have never declared wars even though there are primitives next to them.
