Colonial nations not colonising anymore?

Anyone else noticed this? In my Spain game, I control most of South America & Mexico, but my colonial nations don't seem very keen on expanding their border.

Now, I do know that if you want something done right, you shouldn't rely on some colonial upstarts, but have some decent European do it. But they could at least do something?

They all have expansion ideas, so they should have some colonist ready to do the dirty work.

They don't colonize until they have a surplus of I think +8 ducats per month?

And CNs are dirt poor these dayds, at least in North America. That results in you having to do most of the work.
Fortunately, playing as Ming and westernizing by 1580 means running 4 Colonists (Expansion + Quantity policy gives +1) with 7 colonies going constantly still doesn't drop me below +30 income per month :p

Yeah I also noticed this in my Castile game. I had to grow them really large before they started their own colonies.
But something I picked from the new patch notes that's incoming:
- Colonial Nations are now willing to spend more of their budget on colonists.
