Colonial Nations do not convert religion or culture!

Also, most colonial nations have Religious Apathy national idea, which ignores religious intolerance malus. So conversion might not be high on their priority list anyway.

I've seen them convert culture (eventually) before, but yes they don't usually convert religion for the reasons pointed out in the post before mine.
Whilst they won't usually do the hard work for you (even if you subsidise them) - if you start converting provinces for them as their overlord, they will usually at least implement the state edict which speeds this up.
