So, I've seen in my games that when Colonial nations can't do correctly naval invasions and lose wars against OPM in America, they release some nations in Europe. It doesn't make any sense. In my game, Spain had to release Sardegna... The poor Americans probably have no idea where it is ! I understand that it is because it has no forts there but still..
