If a South America nation colonize north America, a colonial nation will be created if they has no border link between them and vice versa but a link can be create so you can have a colonial nation on the border of your mother country. What seems strange. Your own colonial nation can block your extension... Problem they is no annexion option for colonial nation, only option is to liberate your own colonial nation for conquer her again.
A solution can to not be able to form a colonial nation in all America with an american nation or an other is to add an annexion system for colonial nation where you need to have a common border between your colonial nation and your mother country linked to your capital.
In the same idea, I think it would be interesting to create colonial nations based on the location of your capital. More concretely it while change nothing for Europe, Asia, Africa and Oceania (a change like this would be irrelevant to their low number of territory) but if an american nation, except colonial nations, colonize Africa it could form a colonial nation.
