Colonial nation to merchant Republic help?

I've released myself and am now playing as a colonial nation in the Caribbean, planning on forming Haiti. I'm an admin republic but would like to become merchant Republic. Is the plutocratic admin decision the only reliable way to do so? I'm not sure if it's worth it not going over 20 provinces for the time it would take me to fill the required idea groups.

yea, you can't can yourself a merchant republic if you can't prove that you are trade focused.
Anyway it is a dying goverment form that have large trouble with local powers (no local autonomy reduction).
And trade companies will not get the benefit from that outdated form of goverment.
