But notice how they are below their FL. They are potentially a greater nation than you, but they cannot be at their force limit, even though the AIs generally seem to prefer going over at all times... I dont know your tariff level, but it is certainly burdening them.

And you really think you are not getting the benefits? It looks like you do. Save, release Hispaniola and check your FL again if it is not ironman. My independence as Portuguese Brazil reduced Portugal's FL nearly to half, and stripping Castile and Portugal of their colonial empire effectively neutralizes them as... "powers."
