Colonial nation gets new city in wrong region?!

I have a CN in Brazil and one in La Plata. My Brazil CN just got ownership of a new colony -> city in Colombia, and the same thing happened with La Plata in Upper Peru. It effectively prevents new, desired CNs to form. This is really messing up my Mali achievement run. Why does this happen?

Edit: It was apparently an issue with COLONIAL REGION, not REGION. Utterly confusing sometimes with these different map modes. Quite telling that after 700+ hours it's still possible to make that kind of mistake. Thanks for all the input.

Colonial nations can colonize border provinces in other CN's too.

Yes but it was my colony until it became a city, when it instantly transfered to the CN. One might be a border province, but not the other. I will try to provide a pic later.

Edit: the same thing happened in my Great Britain game, but in Canada, so it is not an isolated event. Running 1.22 with all expansions up to MoH, no mods.

This never happened to me. Colonial Nations aggressively colonizing other colonial regions? Sure. Caribbean is especially fond of dipping into Columbia as that's the most commonly filled-up region.

Are you sure it's in the correct Colonial region? iirc Colonial region =/= provincal region.

Yes, La Plata CN "took" my colony when it reached city status in Upper Peru region, twice. The CN also auto-gained two more city provinces in Upper Peru after I took them for myself in a peace deal with Cusco. Thankfully it worked as intended in Peru so I got the achievement.

Edit: Bloody hell, it was the Colonial Region issue. Sorry about all that. It makes sense now. Bleh.
