I was wondering if this mod exists - or one like it. If not, if anyone could make it, or help me learn how.
Being the only colonial power - the only nation that takes Colonial Ideas - but having a weak position on the Continent. Maybe a 1-3 province Portugal or something. So that you have an almost monopoly on Colonising, but have to do it to make gains.
Maybe buff Your European Neighbors - or some fo the Native nations.
I'm not too worried about Overpoweredness - although balances could be made after the concept is ready.
