Now, I've always thought that the event that spreads American culture didn't do a good enough job of spreading it. American culture itself seems a bit silly, as, say, a Spanish Thirteen Colonies could turn American, making it switch culture groups. That's why I think American culture should be removed and a completely new culture group should be added.

The Colonial culture group! Each colonial region comes with its own culture; Alaskan, Canadian, Columbian, Louisianian, Californian, Mexican, Caribbean, Colombian, Peruvian, Platine, Brazilian and Australian. The original event that spread American culture is changed to spread each culture depending on region. This would entice more rebellions, as each colony would have to face against a culture from a different group. A decision should be added that would allow a colonial state to adopt the culture, which would lead to worsened relations with their overlord and add to their liberty desire.

Finally, if Vic3 is ever announced and a DLC that allows one to export EU4 saves to it is made, one could add "home_country=TAG" to the colonial states. This would allow the DLC to identify what culture said state is if they are part of the Colonial culture group, which would lead to a unique culture to be created. Add in some extra triggers for historical instances (a Columbian USA would export as Yankee and Dixie, instead of just one culture, for example) and you've got yourself a very dynamic culture group.
