Description​

My friend noticed it in a earlier game as Italy. But I had the most success replicating it as Germany.
In the save game attached I had 100% collaboration in France. I annexed them in 1940. But since Spain, a member of the faction wasn't part of the peace deal, I got no compliance from the collaboration government missions.
I went after Spain later on to see if that could maybe fix it. But that didn't work either.

I also had 60% collaboration on Italy when I capitulated them and their faction.
The land I took didn't get any compliance. This could be because of the Italian civil war mechanics or the the UK liberated Rome to the Papal states.

Unfortunately I was playing in Ironman so I can't offer a save from before the bug took place.
I also kept playing on despite the bug as while it hurt my progress, it didn't hurt too much. So I don't if my continuing to play might affect the ability to find a cause & solution. But I hope it's still a solvable problem. It's fairly easy to replicate at least. My friend and I managed to have this happen in 9 games in total since they discovered it.

Steps to Reproduce​

Have a collaboration government on a nation.
Capitulate said nation.
Annex the nation. But have any 1 nation liberated regardless of if it's a core of the main nation or not. Or a nation in the faction not being part of the peace deal.
Notice that you don't have compliance.
