If I can piggyback with a related question, can Democracies set up collab governments? I believe my UK ally is doing this (British Southern France for instance, apparently Churchill wanted to troll de Gaulle hard) though they are still Democratic.

That might be an oversight though. Being a collaborator won't make your society not deeply agrarian by a spell
If the old tag is still active then the collab doesnt inherit the old stuff. its a wonky system where I guess it would be beneficial to keep an india around prior to collab so that you dont inherit the spirits.

I guess it's enough to have an exiled government. In any normal game it should be so anyway. Only not if India breaks away from the Commonwealth or is decolonized in a wildly ahistorical game.
No. In common\ideologies\00_ideologies.txt the first ideology is democratic. Under rules, there's this line:
can_create_collaboration_government = no
Fascists, communists, and non-aligned don't have this line. It also may be affected if the head of the faction is democratic as well.
