Not really. Not at all actually.
The biggest cities in Europe are on a river yes, but not really coastal.
Nowadays it's different (New York say), but still, Paris, London, Rome, Florence, Moscow, Cracow... are not coastal cities.
Constantinople and London are both Ports. Rome wasn't exactly, but it had a nearby associated port which was very important to how it became so developed due to capacity to import food by boat. This capacity for imports was the same for london. Perhaps giving ports a -5% or -10% development cost, and possibly giving coastal provinces an increase (to mitigate this unrealistic advantage to small islands) to represent how cities which were inland-ish but close to a dedicated port were more easily develop-able would be good? (I.e. ports but not coastal terrain.)

As I said in the above post, they're all Ports. Coastal counter-intuitively refers to the terrain type. Hence the suggestion of reduced development cost for provinces such as London, which are ports, and an increase in the cost of developing Coastal Terrain provinces (which are mostly small islands) which balances with this bonus, so for example if the bonus were -10% development cost, coastal terrain modifier would go from +25% to +35%, such that the net bonus would be applied to all Non-coastal-terrain-type port provinces (Try saying that 5 times fast..).

I ran an observer game, coastline doesn't seem to slow down AI development. By 1820, the second richest province in the world is Rhodes, with 169 development (56/58/55).

Development modifiers for terrain are already shitty, let's not go throwing in river nonsense. I mean seriously, I think more borders include a river than ones that don't, they already do a completely strange job of determining river locations and borders, we want to really throw development on top of THAT?
