This is a stealth-change that was not included in the patch notes. For some reason, the penalty for Coastline provinces like the Carribean islands is now equal to that of Coastal Desert such as Ifni. So this is up from +10% to +25%, a sizeable amount. I feel like this is more likely a bug than a specific change, but I think it is worth mentioning here regardless. I was going to play a tall exodus game as Navarra where I hold only the Carribean region but probably won't until this issue is fixed or confirmed as legitimate.

Haven't played with 1.13 yet, but I believe it's to fix the 'North Sea islands easier to develop than Norwegian fjords' issue people brought up?
If this is the case, it seems quite odd to balance this issue on the Shetlands rather than on the Carribean, which is much more historically important and developed.

I wouldn't say it's entirely a stealth-change, but definitely not up-front.

By 1700 Bahamas were largely undeveloped. So much that it used as a pirate haven.

I don´t know your source but I can certainly say most islands had small populations, and that´s because slavery was a thing. Imagine if it wasn´t.

The biggest cities in Europe are on a river yes, but not really coastal.
Nowadays it's different (New York say), but still, Paris, London, Rome, Florence, Moscow, Cracow... are not coastal cities.

I always have this nightmares where the dastardly British come and bombard me for no reason. But yeah historically most developed settlements developed around rivers. Hmmm, maybe provinces next to a river should have a special modifier for development?

Most large cities are inland, this is a common factor across Europe and Asia.

Americas are different, because of colonisation and first settler location/congregation.

In game they tend to be plains/farmlands though. But yeah it'd be better to have it that way.

So does carribean have same development penalty as Shetlands in 1.13 and is it meant to be so or will still be adjusted in the final patch?

Genoa, Venice, Pisa, Naples, Palermo, Catania, Siracusa, Salerno, Rome is far 10 kms from sea.
And these are only the italian cities, and i left out some minors.
Other examples, Costantinople, Tunisi, Lisbona, Alexandria, Ragusa, the whole mediterran.
Amsterdam? Baltic sea? Normandie?

Weren't Venice and Holland effectively marshland for most of the game span?

Which is why associated building slots and development costs with terrain is a potential problem. These were some of the most developed cities and regions of the era.
These cities would probably benefit from having events bolstering their dev rather than starting off as a 18th century version of themselves.
