What if coastal defences protected from pirates? I might be tempted to actually build them then.

I really like to play pirates and to raid others, but I know it can be annoying. Raiding is often my main source of income.
What it could do is passively add canons for piracy suppression. Not sure how much. Neither AI not players seem to often use their fleets for it, because I always can raid coasts with 100% efficiency.
