I want to suggest to switch coal as a resource from Westphalia to Dortmund. While Arnsberg and the historic province of Westphalia are considered a peripheral part of the Ruhr Area today, it does not make sense as a coal mining center, I think. Coal mining started in cities like Essen/Mühlheim/Bochum/Dortmund and the only one of these available is Dortmund., which roughly covers the territory of all of these.
