Regarding Defense Spending

Congratulations on your new post. I am on tentacles to know your thoughts on the Denfse Budget. At present, the Whigs have put forward a decreasing budget for the defense of the Empire and her Colonies. At present i have 1 Regiment in my Province. If you persist with this policy then i fear that i will not be able to bring my forces up to the 3 Regiments of Redcoats desired, as well as my Boer Mounted troops. This threat may not come to other Colonial Govenors, but the threat to the Cape is imminent and i fear my enemies will over come me.

Regarding Royal Navy Budget and Frigates

Congratulations on your new spot Sir John Hanlon.
Now to the Royal Navy issues.

The Royal Navy is vital for our Empire, without it we are nothing. Without our superiority on the seas we would not be as big as we are today. We cannot manage without it, it really makes a difference. With it we can defend all our colonies and outposts from invasions and such.

Now to the Frigates issue, as they are getting obsolete by every day I say that at least 20 of them could be disbanded, the ones with corvettes attached should be saved to make the most out of our frigate fleet. We really need to keep as many of the strong ships while the ones without attachments are expendable.

Our Man O War fleet is big and costly, but we need it to be able to sustain the superiority on sea. These are our strongest ships at the moment and we need them all for future wars.
In the future some can be disbanded and replaced by other more powerful ships but we might as well need to expand it, but for now I do not like the idea of disbanding any of them. I’ll say it again, we need the navy! Even if it is costly it is needed to control all our colonies and provinces.

I’d say that the Royal Navy could manage a 50% readiness at the moment.

RE Dutch Policies

I thank you for letting me have a say in this, sir, but i feel that it is not really my place. The Boer populations do not consider themselves Dutch and do not speak a language that is still European. They care little about affairs not of their own, and probably do not know that such a rebellion is even taking place.

However, since you have asked i will give my opinion.

I feel that allowing the creation of this new state will only cause more problems in the land grab for Africa. The Dutch seem content to stay in Asia. I would rather keep the Dutch stronger in Asia and not to have another power grabbing land which is deserved of British settlers. Keep the Dutch in the East Indies and keep Africa clean of Belgians. In the interests of Africa and the Empire, do not sign the Treaty

Defense spending should most definitely be cut, but it should not be done so foolishly. The army is not our principal target and will not suffer any great loss, it is mainly our overinflated Navy that I feel is draining our precious tax revenue. We are merely striving to achieve a projected budget that shall end the year with a surplus - I do hate deficits so. You have nothing to fear, I'm sure His Majesty The King will grant you your new regiments and I'll be more then happy to approve the expenditures if you'll say, openly support my plea to abolish the crown's unemployment subsidies? It just so happens that would conveniently make enough funds available to cover all of your units. Forgive the pun, but very economical, wouldn't you say dear boy?

Well, if that is the case then i will support you plea to the King, which i was intending to do with out this motive. I am sorry to burst a bubble of yours, but i have a serious threat which is the Xhosa. They may be Native but they know the terrain, and outnumber me almost 4 to 1. I have a full 3000 men to defned my province and the situation is serious. I thank you for you continued support of my colony

I agree most wholeheartedly about retaining the Corvettes. The additional speed they add to those Frigates allows the fleets to cover more ground and quality over quantity I always say. The better quality His Majesty's Navy, the less redundant vessels we need floating about. Which brings me to ask - I went ahead and prepared the budget in anticipation of cutting the 20 Frigates and things worked out nicely, however His Majesty the King suggested that there would be 42 Frigates undispatched. Now save the 4 Sir Robert Thesiger requested be sent to the Islands of Maritius, that leaves an additional 18 Frigates unaccounted for - if we could spare any of those as well it would make things quite a bit easier. I am going to have enough trouble trying to pass this budget I have planned through my fellow Whigs! Cheers!

For the attention of John Hanlon

A true innovator you are good chancellor and as forced by the support of the South African Governor General I am forced to concede that there will be no more beuracratic tosh within the empire. The unemployment benefits in a nation with full unemployment will be eliminated. Furthermore it is the opinion of the crown that safety regulations should be set at your targeted level 25%. which is circa £7 a day.

The final decision with regards frigates was to cut 18 ships from the fleet. These ships have been accordingly broken up. Furthermore Admiral Hollands reccomendation of setting a 50% mantainance to the to the fleet is considered acceptable.

About the Frigates there was 42 but I forgot about the Brisbane flotilla and then admiral Holland suggested a bulking up of two squadrons so thats how it went to 18 ships.

RE East India Company

The British East India company has a fleet that you would consider 3/5 of a royal navy flotilla. Their fleet stands at 6 Man O Wars and 3 Frigates. As such it is not what you would consiider massive however Royal estimate

While the East India fleet is small at approximatly 3/5 of a royal navyal flotilla experts estimate that they are commisioning a new ship every two years. We can count on them to act decisivly in our facour within that theater.

To His Majesty´s Government and the Chancellor of the Exchequer,

Sirs, regarding the question of cuts to the naval budget and the de-commissioning of certain antiquated frigates, if possible, I would like to reiterate my full and unwavering faith in the strength of the navy of the East India Company to act in the Indian theatre of operations. This, coupled with the overwhelmingly likely inactivity from hostile forces in that area, convinces me that I ought to advise you in the strongest terms to consider demobilising any excess vessels from the Colombo fleet. I am aware of His Majesty´s concern regarding the defence of the coasts of the Subcontinent, but I can assure you, with all the expertise and experience that all the Company´s years of distinguished operations in India afford, that we will take care of India on behalf of the Empire. I can do no more than assure you that a squadron of 10 Men of War and 5 Frigates is simply an unnecessarily large force to station at Colombo, but I do this most sincerely. In my informed opinion, we can free up at least 5 Men of War and perhaps more, and one or two Frigates, for redeployment or retirement as the Admiralty sees fit. The Company will see to it that India is governed well and defended, London can set her mind at ease and consider it possible to make cuts to the Indian budget, here in the case of frigates.

Furthermore, as regards the Belgian question, I find it somewhat dangerous to appease the Dutch merely on the strength that the Belgians may one day present a threat to us in Africa. If we compare our Indian and African ventures, we must clearly see that the Subcontinent will take precedence. If the colonial administration in South Africa cannot handle the meagre challenge of a diminutive Flemish breakaway kingdom, then that is their failing, but to offer them our friendship and "keep the Dutch stronger in Asia" is to jeapordise everything that the Company has worked and fought for in the East Indies. Your Majesty and the Government can surely see that this would be an unsound policy?

Open letter regarding procedure

You all have areas of operation however at times there can be over lap. For example iirc several events cause the east india company to go into africa not to far away from the governor of South Africa. Who is responsible in this situation?

Well since the event mentions the east india company he has the right to get involved as does the South African governor as he is close to the situation. If they have the resources they can make the move. I will try to keep a reasonable track on manpower per sector. For example if the Viceroyal of India wants to get 20 divisions but india only gives him the manpower to get 3 he can recruit the 3 divisions but he will have to deal with the other governors to be able to get command of 17 more divisions. While I will not track this strictly I will make an effort to keep it close.

Also when it comes to naval action the admiralty must agree. A governor general can not just order an admiral around unless the admiralty has placed a flotilla at the GGs disposal. Yes thats right if you lose admiralty support your options will be really limited. However I ask the admiralty to support the GGs of the empire unless there is a good reason.

Every so often I will PM you with ideas or suggestions of things I think should happen to avoid cluttering up the thread. It may be a suggestion for a little plot line or possibly a request for you to comment on a specific issue. I will not drive the plot and you are all free to come up with your own plot lines but occasionally when I see an idea for a little plot run I will suggest it.

Try and involve people who haven't been around for a couple of days if you can by coming up with a plot for them or some other method.
