I would say the game take the best one to make the country one. So in screenshot the Co-consul is the best military but the Consul is best in all remaining 3.
I do hope that the number of area where the Co-consul is better has an impact on the loyalty of him.
Also, I doubt there will be any swap : the Co-consul have a loyalty stat displayed. Switching would make that stat useless.
I wonder if a possible solution is to allow the Consuls to switch every year, with a election still kept at 5 years? This would make it more immersive and a lot less annoying than making it every month.
Each Consul will also have an agenda, similar to that in Stellaris. This agenda would be similar to character ambitions, and could range from conquering a province to passing a law or economy law (assuming if sometime in the future the devs make the Senate vote on economy laws) Accomplishing the agenda would cause the Consuls faction become more popular and vice versa. If the consuls agenda are conflicting, this would cause their loyalty to decrease.
And maybe, to prevent total deadlock, there should be a negotiate button, where the other consul may be willing to drop their agenda/prevent a veto - but a price, whether it be passing other laws/bribes
Just my over the moon thoughts at the fact that there are 2 consuls in the game
