My colony declared war on Portugal's colony. My CN has more army, but they don't build transport ships. I gave them around 400 ducats and still they didn't build a single transport ship. They build a damn SPY AGENCY. And why do they have their whole army in capital island, when they have provinces on 3 islands? Can't they have 5k in capital, 4 in Tortuga and 2 in St. Martin?

And one question, i hope for quick answer, because otherwise my CN will lose province or two. If I enforce peace on Portugal's CN and they will decline, will they call Portugal?

Yeah, American Colonial AI seems to have very low priority for the transport ships. Especially for Caribbean colonial nations this is a big problem when they cannot deal with revolts by themselves.

Funnily enough, Australian Colonial nation seems to know how to use transport ships, I have seen my Ausland transporting troops into China to help in my Asian conquests.

And one question, i hope for quick answer, because otherwise my CN will lose province or two. If I enforce peace on Portugal's CN and they will decline, will they call Portugal?

Yes. Colonial overlord will be called in automatically.

I've heard other issues where the AI isn't building transport ships.

I love that province's name.

On topic though, I have noticed that the Caribbean CN consistently doesn't build transports. It's the only CN I have this problem with, as all other regional CNs I've made actually do build transports.

Colonial AI seems remarkably stagnant no matter what. I have a CN that owns ALL of the Eastern US (except 2 or 3 FL) and they only have like 7 soldiers and won't even managed their own rebels. Not a single one of my Colonial Nations (I have 5) has ever colonized a province on their own. I don't know if this is because I have artificially grown them by adding Spanish/indian/portugese territory and they spend time culture/religion converting over colonizing or what. The only one I even changed tariffs on is the Eastern US one. They are remarkably lazy about attacking or using their armies or anything. Every time I get in a war with Spain 2 or 3 years go by and then about 20k guys show up in SA in Guyana from Castilles MASSIVE SA colonies (almost all of Brazil and Plata) and I murder them and that's all for them. They at least are colonizing though.

I've noticed this as well, I always have to assist my Caribbean CN when dealing revolts or wars, they can't seem to be able to figure out how to calculate to build enough transports to move enough troops to attack an army with a water landing on a one province island. They perform much better when attacking Cuba or Haiti/Dom Rep, because they see an open landing spot.

But they will never try to attack Guadalupe if there is an army defending.

This I don't see though,

Most of my CN's colonize on their own, especially in Brazil, Canada, Eastern US and Columbia.

I have never seen the Caribbean AI colonize, and I've have had CN's that wouldn't colonize. When that happens I keep sending them Diplo leaders over and over until the start. Once my Guyana CN never once used a colonist.

I've also seen solid CN wars and army management. I've often had my Portuguese Brazil attack Castillan La Plata and have a good fight. My recent French game, I have 3 CN's Caribbean, Canada and Eastern US.

Caribbean isn't doing anything but sending me money and sitting around, but Canada and Eastern US have 8 and 10 regiment armies so far with 5 and 6 provinces respectively and they are keeping their own revolts down, converting different religions, and colonizing.

Caribbean CN colonizes when they already have at least one province in one of the big islands, or cored land in the North/South America. They never colonize the islands though, even if there was no competition for them.

I have never seen the Caribbean AI colonize, and I've have had CN's that wouldn't colonize. When that happens I keep sending them Diplo leaders over and over until the start. Once my Guyana CN never once used a colonist.
It may be because CN's always take expansion, not exploration, so sending them diplo ruler is useless ;)

Another stupid thing in my Carribean CN is that they already took 5 trade ideas and not even single dip tech.
