I want to close Marmara sea for ships (to make russian fleet not to crossing this region), wondering how to handle this.

I think it should work same way as Suez and Panama but im not absolutely sure how this function works. For example - in which file is commands for "FLAGS" which is switching this canal building on/off? I dont know...

flags = {
SUEZ_CHANNEL = 5
}

and:

province = { id = 1002 canal = yes }

but simply write:
province = { id = 896 canal = no }
doesnt work :)

Does anybody able to help me with this?

edit: actually, closing bosporus only will be better (to let ottomans their most harbors in this sea), but how to do that i dont know. is there a possibility (like in HOI) to can not enter province from specific another?

I think there can only be two canals in the game at once. To make the Bosphorus or Dardanelles canals, you must remove either the Panama or Suez canal...

Well, you could try to hack the tbl files to have the Western Black Sea no longer border the Straight of Marmara.This website explains the tbl format (of special interest to you is adjacent.tbl) and has some tools to edit them here. But I'm not sure if the tools work for victoria, so you may have to resort to hex-editing...

The downside of this is that no ship will ever be able to enter the black sea, not even Turkish ones.

edit: though I've never used it, maybe you can edit the map's adjacent.tbl with this, too.
