Currently, all tropical provinces (about a third of the world) get sweeping penalties.


Although this makes sense for Europeans venturing into these areas, local cultures are well adapted and did not have these issues. Thus these penalties should only apply to countries whose capital is in a temperate climate. An easy way to fix this would be to add the "Tropical City Planning" estate privilege to tech groups throughout the world (West + Central + East African, Mesoamerican, and South American).

Also, we should add increased coring cost and autonomy to the list, including for arid and glacial climate, to help portray the challenges of maintaining control in radically different climates. Based off of this, as well as the development potential/settler growth of different terrains, terrain should be added as one of the factors influencing the AI's desire to expand. Jungle, mountain, highland, desert and glacial provinces would be low priority, and hill provinces would be mid-priority. This would really really help maintain immersion and add detail to the game.

I agree with this suggestion, with special emphasis placed on nations struggling in their home climate zones.
