Provinces bordering a client state can't be added?

Need a little more info than that. I think I know what you're referring to though. You've got a client state and you want to add more territory to it but the icon doesn't show up in the province view? I'm not positive on this, but I think it has to do with the province being ineligible for one reason or another, but instead of getting a tooltip to tell you why, the icon just doesn't show up at all.

The point is, client state should get similiar-culture provinces, or so i understood it.

Are the provinces you're trying to add distant overseas?
