Client States not coring with negative stability?

Hi!

I noticed that Client States do not core when they have negative stability. Is this WAD? It's a little annoying, because they are getting negative events (and lose stability) because of OE but don't do anything about it because stability is negative. So it's a cycle of doom.

It is more logical they would core before raising stability since you will just keep getting problems from OE. Just plan better when making client states. Giving them many uncored provinces during creation is a waste. At least core a couple provinces for them so they can have some sort of stability to raise troops, earn income and start building monarch points.
