Is there any way to download client state flags? Like they have to be stored somewhere, right?

Upon creation of a client state (or even also a little later), you can customise the client state's flag, picking emblem and colours.
Since they usually make use of simple shapes you can always go with some time spent on paint or similar program.
Otherwise, no, it doesn't get saved. In the game's files you can find the component parts though, and you can use it to "remake" the flag on an image editor.
